Spells: Fear not working on mobs underwater

Casting fear on mobs underwater is broken. The spell technically wears off before it lands. [You must be logged in to view images. Log in or Register.]

I had line of sight on the mob because I cast snare and lifetap without any problem.

I had this happen in Warsliks Wood and Lake of Ill Omen, so it likely happens in all zones. I took this screenshot on Red, but I am guessing it's a bug that is on both servers.
