Why can't I pick these locks?

For some reason, my 59 rogue cannot pick locks in The Hole. His skill is 208 in Pick Lock but every time I try, I get the message saying I'm not skilled enough. I can pick other locks just fine, like the entrance to that zone. Could this be a bug? Thanks in advance.
