Burgek - Faction Question

Hey there!

Anyone know what Faction I'd need to raise specifically for this NPC in Highpass Hold to NOT be KOS?

Seems minor, but I'm a troll and after lots of gnolls, orcs, and scalps, I'm warmly with guards AND citizens, but stills scowls, ready to attack with this dude.

Anyone have any ideas?
