Since modifications have been made after the patch, I will summarize the Bard Epic relationship.

A new GnomeNPC has been added to GnomeNPCCamp on the Zone side of Lfay's StreamFont.

It's the end here, I said various Keywords, but no response.
Sounds like someone named Nortlav has all sorts of DragonScales.
It seems to have RedDragonScale.

And then there was Nortlav the Scalekeeper in Hole. Defeating him will drop a Red Dragon Scale.

Couldn't get any more info out of him. Tried handing him the Rusted Thorneblade and he didn't respond. Got pissed so I wacked him (No faction hit) and took my sword back. He respawned a few minutes later. Would love to have any more info on this guy anyone can gather.
