no reference anywhere else says that nortlav drops this... all sources say he only drops the red scale

Your other sources seem to just be the fog of misinformation that is referenced repeatedly when searching the allakhazam post history for Nortlav himself around the time he was introduced and they hinted at the new source of green scales (which was Hoshkar):

I keep seeing on different EQ sites that this guy drops White Dragon Scales, but upon further reading I've never heard anyone say that they _personally_ have seen him drop a white scale. It's all been wishful thinking as far as I can tell.

So has anyone here actually GOTTEN a white scale from Nortlav?

Took him down 2 minutes ago. He was level 53 this time, dropped a red scale and the crap sword. I don't know where you got the info that he drops a green scale now, only place I've heard is Hoshkar. Can't verify that, but I haven't heard any other source mentioned.

I have confirmed that Hoshkar in Veeshan's Peak does drop a Green Scale now. He is in fact the "new source" that was mentioned in the patch message on 6/27/2001. Before this time, the only known source of Green Scales was Severilous, the dragon in EJ. I have not heard of anyone who has ever killed Nortlav the Scalekeeper and obtained a Green Scale.

I've killed this guy 4 times with my guild. What we got only red scales and rusty blade, I don't think any other kind of scales could be dropped by him. Maybe the rusty blade worth more than the scale after quest finish.

I think this post is the most relevant, citing a long record of in-era kills and only red scales dropping:

I ran a series of raids for peoples epics that was well over 3 months. We killed him every time. Toss in the respawns that came with patches, thats over 2 dozen times. Every single time we killed him he dropped a Rusted Thornblade & a Red Scale

The rumor that he dropped the green scale started because Verant put "rumor has it there is a new source for the green scale" in one of their patch messages. They didn't say where. I heard stories popping up all over that it was from Nortlav then I heard some that it was off a seahorse in Kedge. Eventually, people found out it was from Veeshan's Peek, however that didn't stop the rumor that was already spreading like a wildfire for going on.

Now, I will say that it would make logical sense that this guy was a source for more scales then just the red. However, I have also never heard of anyone actually doing a quest to get any other colored scale from him. I've heard people yip yap, but never anyone that actually did it. Maybe it exists. As far as I know, it doesn't, and that comes from a fairly long experience in this.

I sympathize with the rarity of both scales, but I think you need to find a record of someone actually getting a non-green scale from him to get this changed.
