The thing is, they had enough food to feed their own people. The chinese and soviets, they just sold it to other countries to pay back loans for the great leap forward, 4 year plan, etc. Capitalism. Getting loans? Stealing the food from your people to pay for loans to buy more tanks? Thats not communism.
