His name wasn’t Jamal but the black guy who was recently tazed to death by police was in a psychotic state and had cocaine in his system, I watched the full video
Dude was completely out of touch with reality, fleeing the scene of an accident he caused, trying to steal people’s cars with them in it to get away, yelling repeatedly that people are coming to kill him (delusions of persecution, paranoia)
Very hard to corral someone like that. Still tragic that he died, he was a teacher and a father I believe. Bit of a coke habit tho
