In numerous cases the military could explain it just fine and chooses not to. Often such sightings result from flight testing of classified military projects. For example various examples of things like lifting body aircraft and The A-12 Oxcart/SR-71 program generated many, many UFO claims which the government would not talk about until years or decades after the fact. A few now-declassified crashes, then silenced with payoffs and NDAs, generated even more talk and suspicion. Secret research hasn't stopped, and more recently there are sightings of things like "doghnut on a rope" contrails out west which are probably related to cutting-edge jet engine research (scramjets, etc), but which some folks prefer to chalk up as aliens. I sort of wish it was since reality is typically far more mundane.

Uncle Sam's in no hurry, either. Look at how long the government denied the existence of the Groom Lake facility: they finally relented and admitted it's there only once commercial satellite mapping rendered the denials wholly untenable. Secret research facilities have to be entirely underground these days which is needless to say a problem for anything that requires flight testing.
