This tech has been around already for decades but the release of it is throttled through time to allow each new ruling group a good chance and regaining control of the monkey population.

Casual browse headlines. It’s already happening. New breakthroughs in energy, computing, medicine are all happening right now. In some cases the shit they are putting out is revolutionary but it doesn’t get any attention because the narrative is taking center stage and culture wars are less impactful to the grand design than class wars are.
