Steamfont and qeynos
You can easily do 1-15 in steam and make decent newbie bucks.
Qeynos has blackburrow, which is like a cow level it's so good. At lvl 4 do the gnolls outside,move on at maybe 7 and don't leave until 14. Turn in all your fangs and you'll easily be 15-16
