Remember that back in the day, there weren't 3,000 people in 10 different raid guilds on the same server reading the Project 1999 Wiki and planning their strategy for a plane that didn't yet exist and camping a single mob with a 36-hour spawn time that sometimes drops Spell: Summon Corpse
a month in advance of the existence of said plane.
Let us also remember that the original justification for the /list system, back when it was for legacy items, was that it approximately replicated the classic solution to contested camps: a GM would show up and set a list order for who gets the item next. I'd say this is about as good as it's going to get. The hardcoded list will cut down on petitions.
