Shrink is for INDOOR only. Simple rule of thumb for shamans. If you Can SoW then you can NOT shrink. If you Can shrink then you can NOT sow. Only way u can get around this is potions. Not sure about limitations on cobalt bracer.

Shrink is for dungeons. Indoor/Outdoor is a Druid thing.
