Its legal to give a woman money for stupid reasons. Its illegal to lie about why that money was spent when part of a campaign.
Cohen paid her to keep quiet to help Trumps campaign. Trump reimbursed Cohen as "Legal fees and Legal Retainer" which is a lie.
Thats a campaign finance violation. A petty white-collar crime, but still crime.
