Not easily. Back on blue, I leveled almost exclusively off of high-plat stuff like guards and giants from like 30 to 55ish when there were no longer guards that gave good XP, and did the rest in Sebilis and Chardok groups where you get the occasional sellable drop. It yielded something like 30-40k cash in total. Unless you do the last several levels on green guards, or land a lucky high-value item against all odds during leveling , you're not gonna have enough for Torpor when you hit 60. And that's without taking into account the other spells that you really need to buy if you don't want to be some totally useless shaman who has Torpor and nothing else. What are you gonna do at 60 with no Bane, Pox, epic or JBB, and garbage gear?
Torpor is like 50k on green now. If you went to incredible lengths to squeeze every platinum piece out of the leveling experience, you might have almost enough for Torpor when you hit 60, provided you spent literally nothing on anything at all. That's certainly not what anyone could call "easily." And anytime prior to several years into Velious, the price of Torpor is more like 70k.
Epic you could conceivably get for free in a guild, but unless you're already an established member, it's not as if you'll just be handed it as a matter of course. And if you don't have epic, I would venture to say that Pox/Bane do more for your soloing capacity than Torpor does and should be purchased first.
