The database is the really huge thing here: it's where all the (EQ Mac versions of) zones, quests, items, mobs, etc. are kept.
This is a really awesome move, and I hope it encourages more people to start servers. Sadly though, they will almost certainly be multi-boxing servers, as having a single-box server isn't a code issue, it's a staffing one.
