A player can literally claim all mobs except one with that one mob per player rule, if he is higher level than the other player and has better equipment and lower ping.
He can enter zone, force a player to camp one spawn, while he does the same, and then he kills all the other mobs because it turns into a race then and he has an advantage ober the other player.
