So does the Epic actually have no haste and only the worn Seething Fury effect which gives haste or does the Epic have 40% haste and the Seething fury effect should only have entries 2 and 3 listed? |
Technically, it wouldn't matter either way, since whichever was the thing happening would overwrite the other thing happening. The worn seething fury acts as a worn haste buff, and the haste on the weapon which is also 40 does, so if both applied, you'd still just get 40, since worn doesn't stack
