Worn haste + spell haste (bard song v1 or spells) + bard song v2 (5/10% to max cap of 100% at 60.

The item on the wiki’s effect will say “worn” or “combat” (proc) or have ”cast time/instant” (click).

Ragebringer and Ranger Swiftwind are similar. Worn haste (like a FBSS) with secondary line items for attack power and in the case of the RB it even had AC. Click on the effect and it will show you the line numbers which helps to determine stacking.

Compare to the Monk epic which is a spell haste click (spell haste and stats).
Compare to the bard epic which is a spell haste combat proc.

Basically the Nalot mask and Ragebringer is 60% haste. Since 100% haste.
If you get better spell haste than 20% the Nalot mask won’t stack (since lower #)

If you get a 41% haste item the Ragebringer will just give you the attack and AC buff from “Seething Fury” plus the weapon perks, the worn haste won’t add since you have better item haste.
