to needing EQ titanium, or going the steam route? I have spent the last few days looking for the expansion. I don't have $200 to pay out on that expansion pack. And going the steam route i can't pick which expansion i want, it's a expansion package with the first 18 expansions all together. So i am not sure if i have any other options? Or if i am just S.O.L

No, you'll need Titanium. You have other options, but you won't find many who will discuss those with you here. I'm sure if you poke the Facebook group, someone might be able to help you.
