The Faction adjustments from Arch Lich have been removed.
Now there is no reason to EVER use this spell"

Level 60 necro Arch Lich NERFED to utter uselessness.
There is now absolutely no point in casting the spell because it no longer gives the nice faction bonus. "

The patch in question is the February 21, 2001 patch. While it was not listed in the patch notes directly luckily, I found a patch rundown of things that were not included in the notes.

Under bug fixes in this patch, we can see they were working on faction issues.
"--- Fixed a bug whereby NPCs would consider the race of a player prior
to the loading of the faction table upon zoning or logging in. This
would cause people to be attacked by things that normally like them. "

Based on all this, a change should go in for February 21, 2001 in the timeline which removes faction changes on Amulet of Necropotence, Call of Bones, Lich and Arch Lich.
