Possibly but I found no mention of it in the source material. This bug report is ready to go as is. If a researcher decides to look into other illusions and faction changes, they can do it in another thread. I can confirm Illusion: Tree / tree form still works for faction, it was mentioned it still worked but players could no longer move while in the illusion, and if they tried it locked them out of spell casting until they relogged. So, I suspect the patch note entry was not a sweeping change.
