No entity can force behaviors more effectively than mainstream media. Mainstream media can condition people to believe whatever the hell they want. However, to shift the public’s belief to an opposite belief would require a gradual process, otherwise people would resist

For example, mainstream media could start broadcasting the most tragic death or murders of police officers, and take an angle of “wow look how horrible this was for that person”. That’s it, stop there, but broadcast these for a while. Then start broadcasting positive scenes with cops like big rescues or cops otherwise doing something positive in the community. That’s it, stop there, do that for a while

Then slowly start sneaking in some opinion pieces about how some cops are pillars of their community, maybe some case studies and interviews. Then transition from there into police needing more money/funding

Do it gradually and the media could shift the public from seeing cops as racist and evil, to good guys that need as much funding as we can give them

It’s easy to brainwash the public, so long as you do it gradually
