Unrest is far from ideal for most people to solo, imo. Yard is nice when you're low enough, but once you're too high for that the 1st floor is a pain because there are almost no easy pulls for a level 20 SK, and 2nd floor is better for single pulls but the stuff up there is MUCH harder (oh hi level 25 monk NPC!). Third floor is out of the question if you can't single, hags are ridiculous unless you've got stuns or a crapload of resists, basement is pretty nice to get singles and not many hags, but that's like 5+ levels too high for the OP still.
He'd be better off in mistmoore early in the day when there tend to be mobs left alive (or if he wants to group), or just putzing around in EK/SK/OT until he gets a few more levels and can do 2nd floor/basement of unrest or kill guards in highkeep (very reccomended, though it's a lot busier in there than it ever has been in the past) or something. Until invis pulls get nerfed he could use CoS to single live mobs basically anywhere though, so maybe a dungeon like uguk would be better xp at 20.
