Sticking to Classic isn't necessarily the best route or the route they always take. There's a couple examples we've seen so far that are not classic, but have been implemented to maintain the integrity of the game.
Examples (I agree with all these decisions minus #1):
1) Mobs having a full spell-book at their respective levels.
2) Variance
3) Pet Aggro - this is the big one. On VZTZ, we killed a mob that was basically Avatar of War at level 50 due to chain petting. It doesn't matter if a melee-only mob flurries 1k, 4k, 5k, whatever - if it doesn't regen a ton, you're only spending 200 mana pre-specialization checks to 'heal' a combat round.
Anyhow, I think they'd be absolutely crazy to stick to classic for a few parts of Velious. Donals BP should be gutted immediately on Velious launch. Furthermore, they should not launch with faction-wars possible (even if that's a feature still on live) or else you'll get shit like monks with puppet strings soloing raid bosses.
Good work on the research though for quest NPCs. I'd imagine that we're still going to see this fall into the 'not classic, but abusable' category.
