Highhold keep is a good one. Usually a decent group there in the evenings, and GREAT money, not to mention you have a bank, general merchant, and guards there and can bind there.

Just be careful if you're an evil race - the guards (and some NPCs) will slice you into tiny pieces.
Good to know that its populated in the evenings, I'll have to head along there sometimes on an alt - always loved the place
