not sure exact exp rate but yeh its fast
pvp starts at level 2 (in theory, actually seeing another level 2 might be rare with exp bonus)
+/- 4 levels til 20, then +/- 6 til 40, then you're in the big times with +/- 8
(lower level's range is used, meaning level 20 isn't in range to level 15
