sadly, we had a bunch of idiots spamming ooc on lvl1 toons. and since accts are free, they just kept making new accounts.
level 10 will come before you know it, and reading it will give you a chance to decide who u may want or not want to talk with,

This is inaccurate, it was always level 10 requirement to OOC, see following patch note:
