I found most of the time in druid vs druid or even some casters its better sometimes to just cast a nuke then spam 3-4 roots and hope one lands then once they are half hp or within 1-2 nuke killing range try and land a CC(they might be running by now, or have zoned you) The only time I have successfully rooted anyone multiple times in a row with a cleric was on Nfex(necro i think) and I hit him 4 out of 5 times with the high level cleric root.
