Easiest fix would be for a single GM to do their job at least once.
Caught cheating? Banned.
Caught exploiting? Banned.
Caught raid disrupting numerous times? Banned.
Problem solved. But, no one is doing this.
350+ caught cheating in a well planned sneak attack? Not a single fucking ban.
Paypalmelinda sits and watches TMO exploit VP personally? Not a single fucking ban.
Videos of people instapoof exploiting their IP exemptions to train people? Not a single fucking ban.
