Hmmm... strange, I was able to cast it while in Nagafen's Lair. I had thought it was an outdoor spell like the other wind spells, but cast it by accident at a Solusek Kobold and bam! it went off and did full damage, but got resisted twice after that. Eck!

I recently discovered while camping the fungus muntant in Upper Guk that is spell does work indoors.
