I think... you have to turn in the sarnak tails to get the faction improvements needed to keep OT faction decent.

And I do think some mobs in KC are on 'Venril Sathir' faction - which is needed for OT as well.

This is correct. The outpost is on Venril Sathir faction that is trashed if you hunt too much in KC or HS. Killing sarnaks does not give positive Venril Sathir faction, just turning in the warbraids from Sarnaks.
