its simply because it's to easy for a guild to just mass recruit and make sure their entire zerg force is present for this one time once a week, with variance they would never be able to get everything 100% of the time.
you wont get any pvp if your numbers are to large, people won't engage simply with shit numbers/players if it's a loose situation, that's just how shit gonna be
