The above phrase would go a long way, I think. Obviously, it'd have to be tailored to whatever the petition is about, but just something that says "I got it. I understand what's going on," might make players feel less ignored.
Hell, if you want a forum-relations person to do this for you, consider this my offer to volunteer my time towards this.

2 Things to remember here:
1) We don't really care if it satiates your curiosity.
2) It just opens us up to more shit.
We DO listen to bug reports/issues. We DON'T listen to drama whores & vagabond jackasses that can't go a day without training, exploiting or crashing each other.
We DO listen to Bob who thinks he found a broken quest. We DON'T help Bob if his quest isn't actually broken.
We DO try to help folks out that die to bugs. We DON'T assume you're telling the truth.
We DO try to kibosh trainers, spammers and general douche bags. We DON'T do so without proof. Fraps people, even free gets you a 30 sec video.
Knowing the insane amount of drama that we generally put up with on a daily basis is not going to do you one bit of good.
