solved!
finally fixed it!
turned out that the RECOMMENDED toshiba display driver was buggy/not installed cleanly.
searched amd website for the actual vid card, downloaded beta driver, did uninstall tool>restart>clean install of beta driver and voila everything works.
windows 8 is still a pile of shit, don't get it!
