If we had a core of cliquey and trashy officers (ahem, IB) who couldn't vote with objectivity, maybe it would be a problem. Fortunately people see past personal issues and vote with the facts and not their bias. I have championed the loot cause of people who have the biggest problems with me - because they deserved it.
It really is a beautiful thing, to see a group of friends share a like mind and pick through the facts and come to a solid consensus on who deserves something. Sometimes there is bitter contention in a close call, but generally it soon becomes extremely clear what is going to happen.
