There's always a shortage in tanks, so you won't be short of finding groups a lot of the time. Definitely good advice to do Unrest (15+) as you can add undead nukes to your dps...but its totally up to you.
Oasis is always busy so there'll always be space there (12-20), and Mistmoore is one of the best zones in the game from (22-23 up to 35ish) in terms of a good mix of danger/reward that'll help you improve as a tank.
