it is but dont be misled, you mostly likely wont see an epic battle like this for a long time. you can quickly get into faction warfare which can have up to 100v100 fights.
the thing with eve is you train (kinda of like leveling up) in real time meaning you can play 22 hours a day for a year straight and you will not catch up to the skill points (level) of a veteran of 1+ years. you could make alot of in-game money tho

as far as the 28k story, basically the biggest ship type in the game that can take years to fund and train for (and months to build) accidently warped into a hostile area. he was targeted immediately and called for help. when help came the attackers called for help as well. basically everyone calling for reinforcements on both sides caused the battle to escalate into a 3000 man battle.
