This is definitely NOT a bug. Quickness, as with a lot of spells, increase in their duration as the level of the player increases. While it might have a max duration of 11 minutes, that will only be achieved at level 50/60 for the player. At lower levels, especially when the spell is first acquired, the duration is much lower. 3-4 minutes for quickness is the correct duration for a player of level 16.
