Trakanons Teeth is unplayable for me - I got the same issues. 5000ms+ with minute long spikes, its hard just to get to Sebilis - almost impossible to kill/kite anything in the zone.
Sometimes relogging helps for a little while.
I'm running titanium client, windows 8 on a pretty new (and awesome) comp with 200mbit internet connection - so I doubt its a "lousy computer" issue.
