what zones is this happening in? the level limit doesnt exist in certain zones for this exact purpose to my knowledge.
that being said, if a level 1 toon gets trained in traks lair, im not going to ban the trainer.

Chardok... Sirken tbh.. ima keep training spies.. legal or not.. so watch me.. If a low level is in a zone that they cant kill any of the mobs... then they have no reason being there and are assumed a spy...
