After collecting the main ingredients for Fine Plate Armor Dye (not to be confused with Ykesha expansion dyes) I tried to combine a Water Flask + Evergreen Leaf (or whatever else is listed) + Empty Vial (purchased from Dye vendor in Steamfont). The guide is on

I go to combine Water Flask + Evergreen Leaf + Empty Vial in a medicine bag. It will not combine. I try other components listed in the guide, still the same problem. I figure it may be combined in a Rogue's Mortar and Pestle. I try to combine the same components. It will not combine.
Anyone have solutions to this? Is it bugged or was it removed from the game? Was it even implemented to begin with?
