There is no official mention of anything in the patch notes that I can locate about the removal of the quest. As far as I can find the quest wasn't removed but the Seaworthy Planking was what alluded people.
Here is a comment from March 2001, 4 months after Launch confirming they found it

Here 2 comments one in early April saying he spoke with a GM and the quest was on hold. One on April 17th, 2001(which was a patch day) stating that he picked up the plank although I searched through the April 17th notes and there was no note of a change.

This is a comment from 2002 well after other expansions launched. stating that the plank still spawns and its a triggered spawn and not a static spawn.
