There is a different between not getting caught and having rule makers
categorically leave something unenforced. When a rule making authority creates a rule and then refuses to enforce it, this creates custom and practice which, in many cases, has the same weight as the original written rule which was promulgated.

There is no evidence of record that Zeelot was playing Aiaus. In fact, I'm look at a post on the TMO boards, right now, from Aiaus confirming that it was him and not Zeelot.
