The 1dmg/3delay weapon was the Bixie Stinger.
And yes, no one has ever seen a screenshot of it or a confirmed report of it etc, it's one of the many myths and folklores of EQ that was never proven and of course never disproven (how can you prove something doesn't exist without a doubt?)
But yeah, stinger was a crock, but thats where the subconcious comes up with 1dmg/3delay from
