From the criteria i am going to say Iksar SK. I understand the arguments for warriors, rogues and rangers. But I have met rangers that have soloed past lvl 30 on server, it might be tough to play one but its possible. Tracking is almost essential in some camps and they have a bunch of utility. I play with a guy on the server who is an Iksar warrior and is leveling faster then my necro (possible due to play time). Ive never seen a rogue on Red99 so can't comment much on this class but no way anyone can level one solo without decent gear. I know the whole snare dagger argument but its not like people are handing these out for free to new rogues.
Anyway... The 70% exp penalty will crush even the more hard core gamers. Not to mention the gear is pretty rough until velious comes out.
A) you have actually seen at least once on R99 (spam/troll accts dont count)
-Yes but they quit due to the insane Exp penalty.
B) have a class and/OR race based xp penalty
-Both, the highest exp penalty in game
C) is not really wanted in groups
-Can't group because you need to be online twice as much as everyone else to even keep up with the normal leveling speed. Also, not many groups if you cannot keep up with the few people you meet.
One pvp dead = how much time spent soloing?? in hours
D) must be possible on R99 (ie: dont say gnome SK)
