Remember one night out in HoH I was dueling everyone infront of a crowd of over 50 and didn't lose one all night, They were there to beat me cause of how much trash I was talking and still I didn't die once. And these were RZ's top PvPers of the era cause I was very vocal about Solusek Ro blue being better players than RZ red.
I don't think one person on these forums would consider EQ after SoL to be a better game in any way than classic, Kunark, or Velious. And as much as the game worse from a PvE standpoint, it was much much worse from a PvP standpoint. I can't imagine that the dedicated or talented PvP players, who were quitting in droves in the years prior to the period you mention, found a reason to come back and spend hundreds of hours gearing and thousands of hours filling up their AAs to secure HoH bragging rights.

It was always my impression that RZ and SZ had the worst PvPers (in general), for various reasons.

Most RZ players had less experience with pvp because they were mostly an anti server (not that there's anything wrong with that!), and whenever pvp actually began they all started bagging gear instead of fighting.

SZ players just trained, from what I understand. Basically blue server pvp. Either that or high levels going after low levels, and evil team vastly outgearing the others. Kind of like here, Nihilum might have some really great pvpers, but they can't ever be recognized as such because of their gear advantage.

But I never understood the pissing contest anyway. You can't win an MMO, and each Zek server was awesome and unique in their own ways [You must be logged in to view images. Log in or Register.]
RZ was great for small group stuff. Probably no better server if you enjoyed 2:1 or worse odds for your PvP, but raid size battles were non existent. SZ had plenty of trains yes, but as I said, for a while it got the most bloodthirsty and committed players on EQ onto a single server. If you died naked and got looted, there was no corpse and no rez. No one lost 30 levels of classic xp on any other Zek. No one got CC'd til their corpse and all their gear decayed on any other Zek. Every time we killed players on SZ we would have a gank group looking for binds and to catch naked players on CR.

More skilled players? No one can answer that. But SZ was by far the most intense and competitive PvP server of the era.
