Roleplaying is one thing I don't see often; however I do attempt to incourage it. I'll gladly assist in setting up a guild if you'd like.
I think you see a lack of roleplay at higher levels because 20-60 you become more self sufficent (some classes) and spend less time in town - you almost have to due to the high amount of XP required for that next level. We get concentrated on loot and levels and forget the little nicities of banter or how your character would be reacting to that near death experience from the giant that nearly killed them.
A guild would definately be the best option for roleplayers to find roleplayers - Anon vs RP you really can't tell a difference - this way you could always identify a roleplayer with the guild tag.
as for ideas behind it:
Light vs Dark might be viable; provided theres enough of a community for it. Bear in mind the only real PVP you'd get into would be arena; but it'd be more PVP than what this server sees outside of a GM hosted event.
'bad guys turned good' guild which includes other good races or verse visa -
an all race guild might work; although you'd really be limiting yourself
Diety worship guild
'Common Enemy' guild (dragons!)
Merchant guild
Merc guild - We're all adventurers right? This would eliminate as to why you'd have an ogre and a dwarf in the same guild/party. Sure you could Roleplay out the anamosity but still have that common goal.
To further the Merc Guild idea: Guild master/officer ship gets 'leads' on items/gear and we go and 'raid' the dungeon for the items (Guild event style) Perhaps the Guild Master / officership puts together a small fund or something and gets players out in the world together hunting down these 'quest' items (a level 1 quest would be something like; a rats eye, bone chips, and a Netted Cloth Shirt or something - the player is then rewarded with something small). This avoids 'hand outs.' from other classes.
