Also want to add at lvl 13 the Bandit Sash quest is great exp too. I know it's to low for the lvl mentioned here, but any other newbie enchanters around 11-13 should definitely check them out. Lulling seems bugged with the 2 on the road (even with lull they both come), but nothing a root wont fix.
60% exp on them netted me about 70p and a extra 14% exp.
