Actually, she is only required to tell it to leadership. It is the guild's leadership's responsibility* to make sure they (the members)* comply.

All of this is pointless though until it is known when she informed them, basically if they were just looting and she told a raid leader or officer... not good. If it was long after the fact, well nothing anyone could do after it's already done.
