Well, after she awarded it to TMO, xanthias turned it in. Hardly his fault for not waiting 2 weeks for it being overturned (officially). It was almost a week after he turned it in that IB started talking about seeing the encounter logs and another week or so before Amelinda finally spoke up and did something about it.

The first situation was nothing like all the situations that followed. All the ones that followed were just races to turn in before there could be a ruling. Xanthias turned his in after the first ruling.

To be perfectly honest, both sides knew this when I was playing (IB/VD & TMO) and nearly every time things were up in the air, they'd race to turn in.

This time looks different to me from the outside, from the comments in here, it's almost as if they tried for the KS just to do rush turn-ins. However, who knows, it's hard to tell by RnF comments.

Again, who are you to decide we didn't have a force? We had 26 people in zone before everyone went in, and another dozen people trickled in soon after. We had 38 there after the kill. If you hadn't taken the law into your own hands we would have had many more people on the encounter log.

You fucked up, first by engaging an already-engaged mob, then buy being dysfunctional assholes and trying to shirk your way into some free quest completions. Present us whatever cop-out bullshit excuses you have - the fact of the matter is you fucked up and lost this one.

DA stalling isn't FTE according to the last time this happened when FE had FTE and zeelot pulled trak off our monk.
